While the Medicaid cuts in HR1 do not specifically target long-term services and supports (LTSS), the size of the federal cuts will undoubtedly cause states to minimize their LTSS costs.   1. Provide respite and support for family caregivers.

  2. Find the right balance of institutional versus community-based long-term care.

  3. Promote options that combine Medicare and Medicaid coverage.

  4. Create new ways to pay for long-term care.
