Mitigating the Harm: Four Medicaid LTSS Solutions for States

While the Medicaid cuts in HR1 do not specifically target long-term services and supports (LTSS), the size of the federal cuts will undoubtedly cause states to minimize their LTSS costs. Better Aging and Policy Consulting Founder Allison Cook authored an article with Aging in America News that lays out four options for states that could soften the impact of some of these cuts for older adults and their caregivers while generating state savings:

  1. Provide respite and support for family caregivers.

  2. Find the right balance of institutional versus community-based long-term care.

  3. Promote options that combine Medicare and Medicaid coverage.

  4. Create new ways to pay for long-term care.
